Joseph J. Collins teaches at the National War College.  A retired Army Colonel, he served from 2001 to 2004 as Deputy Assistant Secretary of Defense for Stability Operations.  He is the author of Understanding War in Afghanistan, published in 2011 by the National Defense University Press.
